The industrial park ‘Aluminium Valley’ in Krasnoyarsk region is a platform to create a complex of modern companies for high value added aluminium production.
The creation of the industrial park ‘Aluminium Valley’ is a joint project between the government of Krasnoyarsk region, the Aluminium Association and UC RUSAL.
The project responds to the strategic directions for development and sectoral programme of the Ministry of Industry and Trade of Russia, including new high-tech production, import substitution, increase of production output with high added value and growth of the domestic market of aluminium consumption.
The access to industrial and transport infrastructure that is almost completed, as well as proximity to suppliers of liquid and primary aluminium will allow for new processing companies to reduce costs and launch production in a short space of time.
Added benefits of the industrial park are its location near to growing Asian markets and the possibility of quick commercialisation of innovative ideas through collaboration with leading scientific centres in the region, including the Siberian Federal University.
The organisation of ‘Aluminium Valley’ will considerably increase the economic and investment potential of the Krasnoyarsk region. So far, more than 10 new investment projects are in the development stages with more than USD 400 mln in declared investments and the potential to create over 1000 new jobs. All projects entail output of finished products for the industrial and consumer sector.
The investors in ‘Aluminium Valley’ will have the opportunity to cooperate with established companies and producers: Krasnoyarsk Aluminium Smelter, Krasnoyarsk Alumina Refinery, Foundry-Forging Plant SEGAL, producer of alloy wheel rims ‘KiK’, manufacturer of wheel rims ‘SKAD’ and other companies.
Possible areas for production in the scope of the ‘Aluminium Valley’:
In June 2016, plans to create ‘Aluminium Valley’ were consolidated in a Letter of Intent signed by the government of Krasnoyarsk region, the Aluminium Association and UC RUSAL. The parties agreed to collaborate in order to attract Russian and foreign investors to the Krasnoyarsk region, to create the necessary conditions to implement new investment projects and foster investment attractiveness in ‘Aluminium Valley’.
The first phase of the project will be carried out at the industrial site of the Krasnoyarsk Metallurgic Plant and Krasnoyarsk Aluminium Smelter.
A proposal (technical-economical equipment) is in the drafting stages to create a Special Economic Port Zone of industrial-production type on the edges of ‘Aluminium Valley’ (in accordance with 116-FL ‘On Special Economic Port Zones’). It is planned that the investors (companies and residents) in ‘Aluminium Valley’ will use benefits and preferences at federal and regional level, including tax breaks and the option of applying ‘Free Customs Zones’ procedures.
