Moscow, March 22. The Aluminium Association held the third meeting of the working group created to discuss the activities of entities accredited to assess the conformity of aluminium products. This meeting took place at the Russian Accreditation Service. This group was established and works at the Public Council of the Federal Accreditation Service, and its activities are guided by the Aluminium Association.
Relevant issues relating to the certification of vehicle wheels and the activities of entities accredited in this field were discussed at the meeting.
Representatives of the Russian Accreditation Service, Eurasian Economic Commission, Ministry of Industry and Trade of Russia, Rosstandart, Federal Customs Service of Russia, Russian Quality System, FSUE NAMI, certification authorities and testing laboratories Transconsulting LLC, Certification Group, NAMI-Fund, ILKA-MADI LLC, M-Fund, Sercons LLC, PROMMASH TEST, vehicle wheel producers and suppliers Azov-TEK LLC, TK Yarshintorg CJSC, ShinCar LLC, Yuelin Rus LLC, and Sever-Avto-M LLC took part in the meeting.
Rosstandart reported that the development of GOST R 'Conformity Assessment. Vehicle Wheel Certification Rules' had been included in the national standardisation programme within the Technical Standardisation Committee TC 079 'Conformity Assessment' using funds from the federal budget, as proposed by the Aluminium Association and Russian Accreditation Service.
The development of the standard is required, as currently the regulatory documents no not contain or do not sufficiently specify requirements for wheel certification procedure, sampling of products, inspection control and equipment testing.
The Aluminium Association described typical violations committed by certification authorities when issuing certificates of conformity.
According to the Association, since the commencement of work in this field in March 2017, over 75 certificates of conformity issued by certification authorities with violations have been suspended.
The Aluminium Association also presented explanations by the Ministry of Industry and Trade and FSUE NAMI on the procedure for testing wheels of various types and sizes and wheel lines of typical sizes within confirmation of conformity.
These explanations will allow us to reach a common understanding of the legislative requirements for wheel certification, and ensure a comparable volume of tests carried out by various certification centres and testing laboratories and equal conditions of wheel admission to the Russian market.
The Aluminium Association also proposed consideration of initiating a lawsuit seeking to invalidate certificates of conformity issued by certification authorities whose certificate of accreditation was subsequently terminated, thus solving the problem related to the importation of wheels into Russia under such certificates.
In addition, the technical capabilities of two new vehicle wheel testing laboratories, Ecoresource (Mtsensk, Orel Region) and Prommashtest (Chekhov, Moscow Region), were presented at the meeting.
