Moscow, April 1. Window and balcony units of aluminium alloys got market access conditions equal to other materials. Relevant provisions were approved by Resolution No 199 of the Government of the Russian Federation 'On Amendments to the Unified List of Products the Conformity of which is Confirmed through Acceptance of the Declaration of Conformity' with respect to products containing aluminium alloys (hereinafter, 'Resolution No 199') developed on the initiative of the Aluminium Association.
This Resolution is intended to implement clause 14 of the Action Plan (road map) to develop the aluminium industry for 2018-2023 approved by the minutes of the meeting at D. Kozak, Deputy Chairman of the Government of the Russian Federation. In accordance with the document, the procedure of assessing the conformity of window and balcony units of aluminium alloys was optimised: previously, to confirm the conformity of window and balcony door units of aluminium allows testing in an accredited laboratory was required, while declarations of conformity for similar units of polymers and wood could be accepted based on testing results or a quality management system (QMS) certificate. This created unfair competition conditions between manufacturers of window units of different materials, as windows of polymer materials and wooden materials were in a beforehand more favourable position in terms of conformity confirmation costs.
The approved document also introduces mandatory testing of forged and cast aluminium cookware in an accredited testing laboratory when issuing declarations of conformity. This will allow overcoming the established practice when importers and suppliers issue declarations of conformity for cookware under testing reports of non-accredited laboratories due to which there was a high risk of delivering counterfeit and falsified products to the market and creating conditions for unfair competition. Introducing this requirement with respect to aluminium cookware will promote stronger control of the manufacturing and circulation of cookware, as well as issue of declarations of conformity for cookware.
The Resolution will take effect as from September 4, 2019.
