The Support of Russia teamed up with MSP Corporation and a number of other partners to launch a project called Mirror Register on the MSP business navigator portal; the goal of the new feature is to get feedback from entrepreneurs on audits of their businesses and violations committed during said audits.
The mechanism for obtaining feedback from small and medium-sized businesses on state audits of their companies and any violations committed during said audits was developed by MSP Corporation in conjunction with the General Prosecutor’s Office, the Ministry for Economic Development and oversight and supervision authorities in order to compare this information with the data found in the Unified Register of Audits. The so-called mirror register filled out using feedback data is available on the MSP business navigator portal (smbn.ru).
In order to carry out this order a work group was set up comprising representatives of the General Prosecutor’s Office of the Russian Federation, the Ministry of Economic Development of Russia, the Ministry of Communications of Russia, MPS Corporation, federal executive authorities charged with monitoring business, business associations, the Agency for Strategic Initiatives and the Analytical Centre of the Government of the Russian Federation.
The mirror registry of audits will allow entrepreneurs to supply feedback on audits in order to draw attention to specific violations which, in the opinion of the entrepreneurs, were committed by oversight authorities during the organisation and conduct of audits and will ensure that the General Prosecutor’s Office of the Russian Federation and supervisory and oversight bodies respond to such violations.
Each report is reviewed within a deadline set by law and then the entrepreneur gets a response to the email they specified in the report on the subject matter of the report from the General Prosecutor’s Office of the Russian Federation and/or the relevant supervisory authority.
In addition, the new feedback mechanism will also make it possible to generate statistics on violations by supervisory authorities when conducting audits and it will then be possible to use these data to develop proposes for how to improve supervisory and monitoring activities, including by means of using the risk-oriented approach. In order to use the mirror register of audits, one has to registered on the MSP business navigator portal using their national identification and authentication system. At the moment the MSP business navigator portal has over 2.2 million registered users with 1.3 million of them representing small and medium-sized businesses.

An instruction for how to use the audit feedback service on the MSP business navigator portal.
Step 1. Find the audits of your organisation that you can submit feedback on (the audit must be finished) by clicking on FIND AUDITS TO SUBMIT FEEDBACK ON.
STEP 2. Once you see a list of audits that you can submit feedback on, select the audit that you want to submit a report on. In order to send your report click on Submit Feedback. If you've not found the audit you're interested in in the list, you can also submit a report on that fact. IMPORTANT! In order to use the service you must log in using your national identification and authentication system.
STEP 3. Fill out the feedback form consisting of two parts: part one contains information that specifies the audit (the audit number, its date and the number of the instruction/order to conduct the audit, the name of the organisation that conducted the audit etc.) – this information is supplied automatically from the Unified Register of Audits (if the audit you're reporting on is not in the open data of the Unified Register of Audits, you will have to fill out this part of the form manually using the official documents about the audit that you are supposed to have to hand), and the second part is a survey about your opinion on the audit.
STEP 4. Fill out the feedback form for the audit by answering the mandatory questions and supplying any additional information.
STEP 5. Once the survey form has been filled out you can end the survey or save the form to edit/add to it. Once all the information has been submitted, the feedback form is set to the Ministry of Economic Development of Russia. You can also send feedback and/or an official complaint to the General Prosecutor's Office of the Russian Federation or the central office of the supervisory authority that conducted the audit. The service will automatically generate an email with the feedback form and/or complaint to be sent to the General Prosecutor's Office of the Russian Federation or the central office of the supervisory authority that conducted the audit.
