On 27 October 2016, the first session of the Guild of Consumer Goods Production took place at the St Petersburg Chamber of Commerce and Industry on the topic, ‘The impact of relations with PAO ‘Lenergo’ on the industrial sector of St Petersburg.’
Attendees of the conference were representatives of the Guild, CEO of ZAO Neva Metall Posuda Alexander Sheremetev, President of SP6 TPP Yuri Burchakov, Deputy of State Duma Nikolay Kolomaitsev, Deputy Chair of the St Petersburg Tariff Committee Irina Bugoslavskaya. Also present were Director for Development and Implementation of Services PAO ‘Lenergo’ Ilya Povetkin, Advisor to the CEO of company for customer interaction Snezhana Kitaeva, and other representatives of consumer goods manufacturers.
Ilya Povetkin paid attention to the matter of interaction between PAO ‘Lenergo’ and industrial consumers with regard to contractual arrangements for the transfer of electric power and energy supply contracts.
Irina Bugoslavksaya spoke about changes to payment systems for electricity consumption this year, and emphasised the impact of increased rates on the competitiveness of the producers. “For the majority of companies, the share of electricity expenses in product costs continues to be around 1-2%, maximum 3%. In the production costs of energy intensive companies, this share reached 13% in the first half of the year, and the share of electricity in productions costs in November was 12%. It is a lot, but it most likely depends on how efficiently the company uses their electricity’, she highlighted.
The main topic of the discussion became the interaction between PAO ‘Lenergo’ and industrial consumers with regard to contractual arrangements for the transfer of electric power and energy supply contracts and principles of formulating tariffs for grid companies. Aleksey Khrulev, CEO of spinning and thread factory Kransaya Nit, questioned the current situation regarding tariffs for electricity consumption in the company. Other representatives present at the meeting were from OOO Edvinc, OOO HMMR, OAO Russki Samotsvet’, AO Klimov, Scientific and production company Palitra, AO Kozha, Factory of children’s shoes Skorokhd, ZAO Kozitsky Plant, PAO Zvezda, OAO Lenpoligrafmash, LOMO and others. The business people commented on the high prices of electricity, and representatives from Lenergo invited them to discuss the problems and expressed their willingness to find a joint solution.
In conclusion, Alexander Sheremetev announced that as a result of the meeting, the decision was taken to send an official letter to the Governor of St Petersburg, Georgia Poltavchenko. In particular, the letter mentions that the costliness and difficulty of connecting to the power grid at present greatly affects the investment climate of St Petersburg.
