In Moscow, the Ministry of Economic Development of the Russian Federation, the Government of the Krasnoyarsk Territory and the Krasnoyarsk Administration signed an agreement to implement a special economic zone of industrial and production type, Krasnoyarsk Technological Valley. There are more than 30 special economic zones (SEZ) in Russia, including 19 of industrial and production type.
The base for the SEZ area became sites unclaimed for decades. The Krasnoyarsk Technological Valley will be situated on a free area of 247 hectares located to the north of the industrial area of LLC Krasnoyarsk Metallurgical Plant, and partly within its borders. A third of this area has already been reserved by potential residents.
The Government of the Krasnoyarsk Territory is ready to provide necessary infrastructure for new production facilities, which is already partially present in the area. At present, documents have been prepared that provide for a financial and economic justification for creating internal and external engineering, transport, innovation, social and other infrastructure facilities of the SEZ. An analysis of environmental risks and an environmental performance management strategy for the Krasnoyarsk Technological Valley have also been presented.
To assess the current and future environmental situation in the design area, engineering and environmental surveys have been carried out, which take into account, among other things, introducing advanced production technologies and using efficient dust and gas treatment equipment, innovative technologies that minimise pollutant emissions during production processes. In accordance with the project for the SEZ area planning and boundary-setting, first of all, it is planned to build a power supply system, for example, distribution points, cable lines and step-down substations, as well as heat supply systems, water supply and sanitation, low-voltage networks, and road infrastructure. The signed agreement provides for implementing the project as soon as this year.
A SEZ of the industrial and production type implies a beneficial tax treatment, as well as, in the future, a free customs zone. At the same time, the SEZ does not include existing production facilities, therefore, participation in it cannot become a way to avoid taxes.
The investments of residents are estimated at RUB 18,556 mln by 2030, of which RUB 6,610 mln will be invested in the first three years. The expected tax payments will be RUB 6.5 bln.
Egor Vasiliev, Minister of Economy and Regional Development of the Krasnoyarsk Territory, said that the special economic zone in Krasnoyarsk would focus on creating high-tech industrial productions within its borders. 'For us, the technological valley is a path to a qualitative change in the structure of Krasnoyarsk's industry. The very meaning of a special economic zone of the industrial and production type, its ideology, and the legislatively approved mechanism of its work imply concentrating new highly intelligent productions of high value-added products. This means applying a completely different approach in technology, environment, labour organisation and promotion of products,' emphasised Egor Vasiliev.
We would like to add that today 6 residents have already signed an agreement of intent. The anchor investment projects of the first SEZ stage will be three projects for creating production facilities for deep processing of aluminium and production of aluminium products, and three projects for production of specialised equipment for mining industries and metallurgy. For example, it is planned to open production of large-sized extrusions with a length of up to 30 m and a diameter of 450 to 700 mm from aluminium alloys. Such extrusions are in great demand in railcar building, bridge building, and in construction of large-span structures. These products are not produced in the Russian Federation, so its production in Krasnoyarsk will allow 100% import substitution.
It is also planned to produce heat-treated sheets and plates of aluminium alloys, light-alloy wheels, crushers, elevators, screens and feeders, reactors, filters, melting furnaces for the mining industry and wood processing, furnace tendering machines, forklifts, etc. in the SEZ. Key consumers of the products planned for production will be companies that are implementing their investment plans within the Yenisei Siberia comprehensive investment project.
The first anchor investment projects alone will create 1,500 jobs for the city and the region.
